Pillar 1 — Contracted Revenue 20 pts

1. Is there a signed off-take agreement (PPA, WPA, concession or anchor-tenant contract) — or at minimum a term sheet with a named, creditworthy counterparty?

2. If all uncontracted revenue is stripped out, does the remaining cash flow service debt at a DSCR above 1.30x?

3. Has the off-taker's creditworthiness and payment history been independently assessed?

4. Is credit enhancement in place or identified (sovereign support, partial risk guarantee, escrow, letters of credit)?

Pillar 2 — Sponsor Team 15 pts

5. Has the sponsor team delivered at least one project of comparable scale, sector and geography?

6. Can the sponsors evidence a 20–30% equity contribution from their own balance sheet or committed co-sponsors?

7. Would every sponsor entity and beneficial owner pass DFI-grade KYC, AML and sanctions screening today?

Pillar 3 — Financial Model 15 pts

8. Does a full project finance model exist with DSCR, LLCR, PLCR, equity IRR and NPV outputs?

9. Is the model transparent and auditable — no hardcoded plugs, every assumption sourced?

10. Have sensitivities been run on the variables that matter — tariff, volume, capex overrun, delay, FX?

Pillar 4 — Regulatory & ESG 15 pts

11. Are all material licences, permits and land rights secured, or on a documented critical path?

12. Has the project been categorised (A/B/C) and the ESIA scoped or completed against the IFC Performance Standards?

13. Has stakeholder engagement been conducted and documented, including any land acquisition or resettlement exposure?

Pillar 5 — Risk Allocation 15 pts

14. Does a risk matrix exist in which every material risk has a named owner and a contracted mitigant?

15. Is construction risk wrapped — fixed-price, date-certain EPC with liquidated damages, or equivalent?

16. Is political and sovereign risk addressed through identified instruments (PRI, MIGA, government support agreement)?

Pillar 6 — Independent Confidence 20 pts

17. Is every material claim in your investor documentation traceable to a numbered data room document?

18. Are independent studies (demand, technical, resource) commissioned to terms of reference lenders will recognise — rather than sponsor-authored forecasts?

19. Is the model built for, or has it passed, an independent model audit?

20. Does the SPV have governance an institutional investor could rely on — audited accounts, board composition, documented delegations?
